The Virginia State Corporation Commission (SCC) has just issued a major ruling that changes the rules for solar customers in Appalachian Power (APCo) territory.
The decision is a huge win for current solar owners, protecting their investment for the long haul. For those looking to go solar in the future, the rules are different, but the path forward is clear.

The Good News for Everyone
The SCC kept two important things in place:
- The 12-Month Netting Period: You still get to roll over your solar credits from month to month, letting your summer production cover your winter bills. Your netting period depends on when your system first goes online. Initial estimates favor spring dates, as you have credit for your excess summer generation available during the lean winter months.
- Low-Income Customer Protections: Low-income customers will have the choice to sign up under the old or new program—whichever is better for them.
What This Means for Existing Solar Owners: You’re protected.
If your solar system is already up and running, you are grandfathered into the current net metering program for up to 25 years. Your billing, your credits, and the value you get for your solar power will not change. Your investment is safe.
What This Means for Future Solar Owners: The math has changed, and batteries are now essential.
- Full Credit for Your Usage: The SCC confirmed that you will still be able to receive 1:1 credit for all the electricity you generate and use yourself within your 12 month period.
- Credit for Your Excess Power is Lower: At the end of your 12 month period, you’ll receive a lower rate for extra power you sent to the grid that you didn’t use.
- Self-Consumption is King: Since you’ll get less credit for sending excess power back to the grid, it makes much more sense to use the solar energy you produce yourself. This makes pairing solar panels with a battery storage system more valuable than ever. A battery lets you store your own excess solar power from the day and use it when needed, maximizing your savings and energy independence.
