Use Your Voice to Save the Residential Tax Credit

Dear SunDay Solar Family,
Thanks to all of you who have risen to the occasion and have made your voice heard in opposition to Appalachian Powers’ attempt to overturn net metering in Virginia. The SCC hearing is next Tuesday in Richmond, and I am confident that the outpouring of opposition to APCo’s proposal will have an impact.
However, when it rains it pours and I am writing to ask for your help once again to protect the future of solar in our nation. At this time, the Ways and Means Committee in Congress is working out the next tax code. Their goal is to increase tax cuts by reducing tax incentives, including eliminating the 30% Tax Credit for residential solar by the end of this year. Such a move would be devastating to our country’s ability to continue to grow our renewable energy infrastructure and remain competitive in the global marketplace. Americans deserve cost-effective and affordable renewable energy; ending this tax credit places a barrier on solar’s accessibility.

Further Information on the Tax Credit:
The 30% federal tax credit for solar is broken out into two different sections of the Internal Revenue Code (IRC). The 30% residential tax credit is section 25D and the commercial tax credit is section 48E. Both sections are currently on the chopping block, but the end of 25D (residential) is proposed at the end of this year, whereas the Investment Tax Credit or 48E (commercial) is proposed to decrease in a predictable fashion over the next 10 years.
From a business perspective, an abrupt cessation of any tax policy is a difficult adjustment to make. Business models are fine tuned over years to allow those involved to offer a service which is acceptable to both the end user and to those providing the good or service, so when an incentive like the 25D is taken away without planning, the results are devastating. The longer term implications for residential solar are dire; the loss of the 25D residential tax credit will put the cost of solar more out of reach for many people.
Therefore, the Ways and Means Committee need to hear that section 25D has been important to you and the growth of our clean energy economy and that the immediate cessation of the policy is irresponsible. They need to hear that we have all invested in America’s renewable energy industry and it would be nuts to tear it down over night. A logical path “a sundowning” of 25D over a number of years that would allow our industry to adjust is only reasonable.
This is not a partisan issue, Republicans install solar as much as Democrats, so the way we treat our investments in our hard built infrastructure need not be a knee jerk reaction to a change in administration. Reasonable predictable tax policy just makes sense and has to have its place. Thanks again for your help in this matter.
